In Portugal, the government also says that treatment is free, or almost free... But if you need a consultation, you have to wait at least three months if you go through the government. And if you need surgery, you wait a year, a year and a half. So, it's not viable. I think it's almost like letting people die...
It's one thing to say, another thing to do. As we say, trust in God, but do it yourself.
