Yes, you could say the State has moved to a Relay, or that it will. The Relays are literally the maintainers of statefulness. In 200 years "statist" will not be a pejorative since it will be in contrast to "functionalist".

But as #[10] just pointed out by linking to a game theory simulator, statelessness would result in cheating being the optimal strategy, so no one will be a "functionalist."
