What's going to happen is relay owners will be targeted (like Tor exit nodes), and those that are left will be "approved" under certain "conditions"
Then we run relays over pirate radio
Maybe run relays over mesh networks like https://reticulum.network/
So why hasn't that happened with fediverse?
