Just from what I've read. I don't know for certain though, it's so hard to find reliable information.

I hope it goes down like that. I’m less optimistic on the folks steering the ship being able to make that decision

It's sad because Japan could potentially save itself by embracing bitcoin. But you're right, there's no will to do anything.

They will allow a way to funnel into this like metaplanet that they can keep under their control.
