Saying nostr is an open protocol but not a social network is like saying Bitcoin is an open protocol but not a monetary network. Nostr is a protocol designed to be a social network of apps that allow the people using that network to do all sorts of things people like to do online, and communicate/socialize across them using the same identity and social graph.
