RICO is a US anti-racketeering law which is designed to go after organized crime. Basically if an organization is dedicated to organized crime all the members can be prosecuted for working for the organization with relaxed proof of individual crimes.

This is a proceeding of the US legislature. The man being questioned is a witness who is testifying that he was involved in a criminal business with Hunter Biden. The reason for Hunter's involvement was purportedly to sell access to Hunter's father Joseph Biden, when Biden was the Vice President during the Obama regime.
