In thinking about what the future holds, what governments decide to do, the best predictor is what the incentives are. If government officials benefit from donor contributions they will try to appease their donors. If government fiat currency's are threatened by Bitcoin, and the whole taxation model of maintaining massive government is threatened, it will be in the politicians short term interest to become more strict on what it permits citizens to do. At the end of the day it's all game theory and it is up to us to objectively observe what games the government is playing.
