We are going to need some common way for relays that agree with each other’s policies to coordinate on block/spam lists.
Aside from the obvious pay2relay that solves most problems…

Opt-in feature on relays to gossip about spammers. Relays broadcast the offending public keys and IP addresses. Relays maintain a whitelist of other relays from which they accept gossip (there’s some trust involved).
Gossip can be ephemeral events that can be sent to clients, clients send back to other relays they are connected.
Agree. Fast blocking spammers in certain situations would be best for user experience.
