I imagine it has something to do with the fact that data is not actually removed from flash storage upon deletion.

It certainly seems like it would be a good idea to have a scrub take place when you reset the phone at the very least.

According to the note, some users formatted and cleaned their iOS devices before selling them. That should be enough according to 

Obviously not, unfortunately. Apple needs to push a fix.
