I get it but I don’t buy this pessimistic view that every politician is bought. There must be more practical, perhaps technical reasons why it’s difficult to pass strong proactive legislation. I’m waiting for someone with some insights to share but no one has. Maybe nostr is not the place to ask.

It has nothing to do with politicians being bought off. It's just the nature of governments.

Governments never give up power once they have it, even if one political side legislated that power and the other side didn't agree with. Once the other side gets into power, they will not get rid of any powers their opposition created.
