Yeah, I am wondering if there is a way I can handle this without the EPA if possible. Like I know in an anarchist society I would just sue him.

The problem is I cannot risk a charge for assaulting a minor lol

i think get hunting cam around his dump site and catch him on video a few times and then share that with interested parties anonymously
