As far as i know, half of the population mainly in the western part wanted eu and NATO and the other half was russia friendly. So in the elections you had one time a nato friendly result with a small difference and the other time a russia friendly result with a small difference until the US backed coup in 2014 that had been followed with the annexation of Krimea by russia that meant for Ukraine minus 2 million russian friendly voters. The thing though is that the russia friendly part was peaceful and the NATO friendly was not...
