Two messages were sending to Dems

1) the left isn’t going to “out crypto” Trump

2) making it bipartisan is zero-sum. The Left only stands to gain from trying to take votes from the right on this issue

If it’s just an EA, and Trump remains a highly controversial figure, high likelihood the EO gets rolled back.
