i keep hearing people talking about how the bitcoin cycles are cooked in the protocol. Is this true? Will the 4 year cycles just repeat forever until bitcoin becomes the official world currency?

The halving occurs every 210000 blocks for 32 halvings. If blocks occur at 10 minute average (in reality a bit faster), each halving would be about 2-3 days shy of 4 years. The cycle some think of is a gradually muting bull/bear cycle around the halving points while macro fiat world is printing. There is no guarantee Bitcoin would ever become an official world currency.
