Yep. Coracle doesn't re-broadcast though, because hints and nip 65 are usually enough. It's not a bad idea though.
It’s enabled by the more complex bech32 ids like nprofile and nevent because they can contain embedded relay information.
Clients that handle it can then use that info to manually fetch from the note authors relay.
I don’t think many clients fully implement this yet though. Because it’s pretty complicated.

I was reading nip-65 today actually. In the middle of rebuilding listr and want to support relay lists and relay sets.
The devil is in the details. I think it’ll make the code quite a bit more complex to do it right…
