Then bots will start flagging everyone. If people follow bots then trust leaks to them. And if a bot is silent then it won't annoy it's followers and they won't unfollow. Not sure what to do with that yet

"Flagged by" could be visible like "followed by" is so users could unfollow those bots.

One option is some sort of "set as moderator" tool that grants those verification and flagging privileges only to specific users and optionally their network. But it may be difficult UX wise.
