Liquid is custodial from where I stand. It might be an option to use it just for swapping coins but that would require that the recipient accepts liquid Tether. Tether is on a dozen blockchains so I guess it's just as good to use Binance for this.
All they need to do is download the aqua wallet and use fixed float to swap it to whatever tether version they want
