Sounds like top-down planning which will always fail. You can't start a community by deciding to "start a community". Either it happens naturally or it doesn't.

at what scale the top down planning doesn't apply anymore? if 5-10 families decide to live in proximity to each other how is that top down planning? should it be only two? Or should it start as only one and then somehow miraculously others appear around?

Top down planning means enforcement of the plans, not a group of people making plans that only affect them
