Is there a better way to say the below?

Working on a presentation and would be good to get some peoples views on this. Not sure I've worded it well. Specifically the part about rates of halving being a consensus rule.

"Nodes enforce the consensus rules with which transactions are prepared (by Miners) for addition to the ledger.

For example if Miners create a block without the correct “rate of halving” (which is one of the consensus rules) then this block of transactions will not be let on to the ledger and the Miner would have expended the cost to mine that block without reimbursement."
