According to The Wall Street Journal, the latest 28-point peace proposal to end the war in Ukraine was drafted by Secretary of State Marco Rubio, Special Envoy Steve Witkoff, and Jared Kushner—President Trump’s son-in-law—in direct consultation with Kirill Dmitriev, a close confidant of Russian President Vladimir Putin. The plan was reportedly crafted with little to no input from Ukrainian President Volodymyr Zelensky or officials in Ukraine and Europe.
U.S. officials familiar with the proposal say it calls for Ukraine to cede the entire Donbas region in eastern Ukraine to Russia, including territories currently under Ukrainian military control. Ukraine would also be required to forgo joining NATO for several years and would be barred from hosting an international peacekeeping force to deter future Russian aggression.
