Decentralized blockchains are slow and costly,. For non-monetary use cases a centralized database I think is more logial, much cheaper, faster and more scalable.
A blockchain can be scalable, decentralized or secure. Only 2 of rhe 3 options can be used. The other option should be on another layer.
