Saylor is the CEO of MicroStrategy, a public company of which he is one of two founders and a major shareholder.
They are not the same.
So who controls the btc? Genuine question
I don't know, but I'm guessing for selling, it will be a multisig that requires multiple keys, say a 5 of 8, those 8 keys will be held by the directors of the company.
For buying, he will need board approval, but having built and run a public company myself, while you are successful, gaining that approval is easy and almost a given. Only if things start to go wrong does the board start interfering.
