Pardons are done for pandering (votes, approval ratings, etc.), or as personal favors/deals for connected people. Justice is rarely the motivation.

Given that Trump is quickly becoming a lame duck, I'd focus on leveraging connections with connected people.

Also, there may be opportunities to apply pressure at events where his sons are shilling their crypto/mining ventures.

I suppose if there was a mass swelling of support from the masses, then Trump might act. Unfortunately, I think that's unlikely given the relatively low political and media interest in the case.

Assange and Ulbricht were campaign promises, IIRC. Now he's pardoning scammers that people in his orbit probably advocated or paid for.
