What's the best way to sand wood for the smoothest finish?

My grandfather always dampened the wood with water to raise the wood grain then sanded. Repeated a few times with more fine sand paper. Thoughts?

What are the best options to buy furniture that's not polywood / particle board junk? Seems like any furniture now is always made of cheap wood-like alternatives. Fiat world wood bothers me.
