That’s because the John Wick Universe is a proto or side Matrix - testing / trying to contain the Neo / Hero archetype under different conditions. As the agents / gangs in this framework can not body snatch the unawakened, there’s no need for them to be reactive to battles between containment agents and the Hero…

Read the basic frame of the theory before from somewhere else. I expanded on it to explain why people are completely unresponsive to wild and random acts of catastrophic violence happening right in front of them.
