That sentence will probably come out of someone's stupid fucking mouth at some point.
You can bet on that. Everyone is wishful thinking they would let LN services operate without KYC. Same with Nostr, if it get traction, they will never allow nostr social apps on the app stores that do not comply with all the norms and doesn't KYC, it's just a matter of time.
