What stops someone from stealing someone else's photo and posting the current block height?

Match it with an npub so to verify the photo with the npun.

Npub and block height has to be written on the photo somewhere so it can show true proof of work

That way you have the block height which shows proof of time and the npub which shows proof of identity.

No duplicates can be made as volunteers can see that the photo shared has already been verified and can’t be reposted or edited by someone.

Something like that

No you just copy and paste it within the photo and when the team is verifying the photo they can see the npub and the bottom of the photo. Not engrained or written on the actual sticker.
