It is a bunch of bots, but it isn't anything X did. The bots are feeding tweets into chatgpt (or similar) and autoposting what they get as a response. There are several things that chatgpt won't give you a response for, and instead kicks out the "I can't respond" response.

Since they're all just bots they are autoposting the error messages.
