I feel like refering to the Nostr 'network' would be less confusing to newcomers.

Bitcoin is referred to as a network while being a protocol, is it not?
Bitcoin actually is both a network (of nodes) and a protocol. Nostr is a protocol and we all send and receive to and from relays (that are not connected).
I get it. While it may not be technically accurate, I will continue to use that terminology in person as it seems to be easier for people to grasp. Nostr is a decentralised social network.
