The mempool clears with every block although to different fee levels. The fee level "1sat/vB" is kind of arbitrary. Did it clear down to 0sat/vB? Can you proof it did? There is no universal mempool so I doubt you can.
mempools last cleared over six months ago, they may never clear again 👀
