this is not a debate if they can or can not control. this is only to show that they started trying

The idea they're promoting is that services like Nostr or Tor are essentially illegal.

well.. the idea behind is to put a leash on all centralized entities. don't think tor has anything like that. nostr, the relays on the other hand may be the subject of a dispute in not-so-near future.
