The float may be stuck down letting the gas keep coming into the bowl and over flowing. A chunk may be stuck in the needle and seat which the float lifts up the needle to seal it off when the carb is full. Sometimes a good jostle can break it loose. Pick generator up about 3 inches and drop it. May need to drop bowl off while leaving rest of carb on and ensure the float stops gas flow when raised up. Or perhaps the float is in backwards. Sometimes chunks of stuff come from gas tank and plug up the needle and seat and prevent it from sealing.

He figured out that after cleaning, he failed to attach a tiny little rod back properly. No leaks anymore. Thanks!

Dont know what its called, but it was a tiny thing that kinda holds everything together, wasnt in place properly.
