The idea just needs to be abandoned.
The rationale for forcing it through is self contradictory. (i.e "the filter doesn't do anything anyway - get rid of it" VS "it's making something bad happen so we need to get rid of it".)

will spammers be more attracted to use Layer 2 protocols that allow higher bandwidth in the long run anyway? i.e. why allow it now when L2 protocols are going to become more prevalent?
