If both were iPhone's would this still work? is it just picking up the NFC broadcast in the Android phone?

Android has to broadcast. Apple has this locked down

So what they showed yesterday in the keynote is that only iPhone via Apple Cash can broadcast NFC to another iPhone to Apple Cash. Lame restrictions as usual from Apple.
