The SEC is promoting and only allowing cash creates ETF models because they’re less appealing to all parties involved than in-kind, and they hope there won’t be as much face melting interest?

They’re hoping for baby steps?

I'm more interested in redemptions - cash or in-kind. Cash redemption allows games to be played with naked shorts. In-kind redemption enforces the underlying scarcity.
