Seems simplified. In my experience it appears that in the currently "developed" countries citizens have cultivated a dependency on central governments.
I understood, and it's an unfounded generalisation.
I get to visit a territory where there's still not a single traffic light on the roads in the whole "country"!
Yet, there's face scanning on the border, the telecom system is more severely locked up than more developed territories.
Banking system as Orwellian as in EU or US.
