Can someone explain to me what this transaction is? If it is utxo consolidation, why are all the inputs of roughly uniform amounts, and what is the deal with that dinky 1000 sat 2nd output?

It wouldn't be both, and ordinal outputs are 10k sats, I thought? I wonder if the smaller output is kept around for CPFP
