I think Biden probably would actually be best for Rus - the obvious incompetence degrades US foreign policy power and the lack of friction between the bureaucracy and the figurehead (because the figurehead provides no opposition) would give Putin the maximum chance of getting somewhere with dialog (ie with the bureaucratic apparatus directly)
