The view that whatever chain had the most hashpower behind it was defined as Bitcoin did not seem to make much sense to the small blockers. To them, Bitcoin nodes did enforce certain rules; a block had to comply with these rules or it would be ignored. To the small blockers, this was a critical part of how Bitcoin worked. If miners just tried to change the rules like that, it would cause a split in the chain and result in a new coin. The coin following the original rules would continue to be Bitcoin. - The Blocksize War Ch. 7
