So like right, imagine that some smart bastard comes up with portal technology, and let's imagine that it didn't come from some DARPA research, it was just some really smart kids science project, so the whole thing is open source available to anyone that want's to make one.

So now, let's imagine that anyone that want's to build a portal can do so for a couple of thousand bucks.

Do you think that an international governing body, something like the "UN Commission for Instantaneous Point to Point Transportation" should be setup up to govern the use of this technology.

No wrong answers, just a topic of discussion.

This would fall under the category of disruptive technology and or critical security concerns and would be instantly captured and sequestered. All traces would be deleted.
