Code can be written to further the decimal and break up a sat further

There's no need to divide it smaller and that's clear enough to everyone for us all to agree on running a network with no smaller divisions

If a smaller division is ever needed, we update nodes to new code and change the network to make it so

Lightning network already uses sub-satoshi amounts.
