The OP_RETURN is an initial parry in the war against Bitmain's dominance over mining, which is OCEANs real objective.
I believe this is OCEAN testing the waters and flexing a little bit of muscle for their "pay for block" DATUM model of mining.

Do you think miners and node runners will realize what's best for the network?
Node runners are altruistic, miners have to be commercial.
They are different groups to convince in different ways at different times.
This first stage is the easier plea to node runners, which is on the whole working.
