The problem is that we are left guessing about what they mechanism they will use to initiate this will be. An obscure and extreme enough event may help them roll things out in a certain way that 'makes sense' to the average person.
You know, kind of how locking down the whole world 'made sense' when "we" were 'doing our best' at the time?
It's a real problem.
