What's controversial in this?

Not being allowed to express frustration about exploitation by people with criminal intent (ie: illegal migrants, and those who commit fraud, among many others).

it's also a long list that won't stop here. next: laughing when somebody falls. expressing contempt for violence.

The execution of the Act itself is coercive behavior and therefor the act prohibits its own enforcement, right? 🤔
