He doesn't want to save the planet. He wants to own it. Everyone convinces themselves, and eventually others, that the world will be better when its remade in their own image.
In classic authoritarian fashion, "the common good/interest" is the go-to excuse. The welfare of the people will forever be the tyrants alibi.
