Well, you're not wrong.
The thing is that most of the hard work with QC has been done. A few years ago if was declared "an engineering problem now." which means that anyone, if they have lasers and a lot of cooling equipment can make a device that qualifies as a quantum computer. The issue, as is with most things at that scale, is getting usefully consistent output.
