I don't know about mining. Why don't the blocks get filled all the way off there is still space?

Half of the space is reserved for witness data

Does that have to do with the brc tokens or is that for normal transactions too?

Which means the inscriptions on these spam transactions are very small. Json blobs containing token issuance schedules 😂
