Go after the apps? Relay operators? Users?

You are then getting into the publisher vs service provider arguments, because nothing is ever planned or discussed on WhatsApp, Telegram or Signal ever, oh no. Or SMS.

The greatest threat is probably removing apps from app stores. That would block a lot of people from accessing relays. It makes good web interface even more important. If they can be totally hosted on Nostr, without depending on centralized servers to host then, even better.
