At this pace Signal won't have many territories to serve, unless they get out of reach of the govts by changing how they function. Do I read the situation correctly.

I'm quite flexible hopping on a different messanger app, but it's going to be pain to convince all of my friends and colleagues again.

It isn’t up to Congress. It cannot supersede the US Constitution, unless it changes it…which is very unlikely to happen. The 1A guarantees right to private communication just as much as it does public speech.

There is also USSC precedent supporting this.
