Yep, it can be an IPFS, a torrent link, or any other hash-based decentralized data storage. As long as anyone can rebroadcast the file to other places and clients can just automatically find that new server, it should be fine.

Is there a way to allow any arbitrary person to extend the content with multiple urls? Is it trivial to index the events by sha?
